Some PC's and laptops are sold with Windows 10 in S Mode, and that limits you to only being able to install Apps form the Microsoft Store To install Chrome or any other 3rd party software, you need to switch Windows 10 out of S Mode to Windows 10 Home, and then you can install any software you need to on your new PC and it is free to do so.
